An independent policy and research initiative

Helping governments, international organizations
and industry navigate the new era.
Policy • Research • Advisory

As the centralized world order fractures under the pressure of technological control and declining democratic legitimacy, the fundamental question is no longer whether change is coming. It is whether societies can redesign themselves around more pluralistic and decentralized forms of power before the resulting vacuum is filled by a more authoritarian order. Here, in what is likely to be one of the most unusual works on governance you will read, Rafael Machado and Irina Karagyaur move fluently between political thought, institutional experience, and technological foresight. Their perspective comes from years spent inside institutions, international processes, and emerging technology ecosystems where the future is already being negotiated. At the heart of the book is the “Cooperative State”, which offers a framework for restoring international cooperation and legitimate political life by returning agency to communities. This work goes beyond a critique of the collapsing order. It introduces a roadmap for renewal and a call to defend the human future before the operating system of society is rewritten without us.This work helps governments, international organizations and industry navigate systemic
change through research, strategy and implementation.
